REGULAR SESSION

OF THE BOARD OF EDUCATION OF THE

COMMUNITY SCHOOL DISTRICT OF SOUTH TAMA COUNTY

 

The Board of Directors of the Community School District of South Tama County met on June 15, 2020 in Regular Session at the Partnership Center, Tama, Iowa at 5:00 p.m. with members of the board and community attending electronically through Google Hangouts.

 

On call of the roll the following were present:  Ron Houghton, Alan Kline, Mandy Lekin, Penny Tyynismaa.  Absent Clint Werner.  Quorum Present.

Also present were: Jared Smith, Mary Boege and several members of the community.

 

Motion by Lekin second by Kline to approve the agenda.  All Ayes.

 

Motion by Kline, second by Houghton to approve the consent agenda approving the minutes of the May 18, 2020 and June 1, 2020 meetings, financials and bills for payment as presented.

 

Public Comments - Parents from Meskwaki spoke in favor of their child being able to play baseball at South Tama this summer.

 

Motion by Lekin, second by Kline to approve the following personnel requests as presented pending background check results on new hires.  All Ayes.

Motion by Kline, second by Lekin to approve the FY19 Financial Audit.   All Ayes.

 

Motion by Lekin, second by Houghton to approve the final reading of Policy 207.10 Publication of Meeting Proceedings to reflect the name change of the newspaper.  All Ayes.

 

Motion by Lekin, second by Houghton to approve agreement with Iowa Valley Community College for the 2020-2021 school year.  All Ayes.

 

Motion by Kline, second by Lekin to approve the participation of a Meskwaki student to play baseball this summer.  All Ayes.

 

Superintendent Smith updated the Board on the possible change to the 2020-2021 school calendar extending the holiday break by an additional two days.

 

Student Handbooks were reviewed and will be brought back for approval.

 

Superintendent Smith reviewed a visit to IJH as a possible site for the Middle School, updated the Board on Return to Learn, Graduation plans and Baseball and Softball starting.

 

Steve McAdoo and Brad Beck reviewed the findings of a survey of the tennis courts and potential costs.

 

Steve Chyma reviewed with the Board the costs of a vehicle lift for the Bus Barn.

SPECIAL SESSION

OF THE BOARD OF EDUCATION OF THE

COMMUNITY SCHOOL DISTRICT OF SOUTH TAMA COUNTY

 

The Board of Directors of the Community School District of South Tama County met on June 1, 2020 for a Special  Meeting at the Partnership Center, Tama, Iowa at 5:00 p.m. with some members of the board and community attending electronically through Google Hangouts.

 

On call of the roll the following were present:  Ron Houghton, Alan Kline, Mandy Lekin, Penny Tyynismaa and Clint Werner.  Quorum Present.

Also present were: Jared Smith, Mary Boege and several members of the community.

 

Motion by Kline second by Houghton to approve the amended agenda adding additional personnel.  All Ayes.

 

Public Comments - Ashley Raue addressed the Board on the Middle School Playground and Allison Graham addressed the board about the Softball and Baseball Season this summer.

 

Motion by Lekin, second by Kline to approve the following personnel requests.  All Ayes.

 

Contracts - Jarrod Bridgewater - Assistant Baseball, Michelle Kalinay - Food Service Director, Travis McBride - 6th Social Studies, Hillary Port - 4th Grade, Alison Vavra - HS At-Risk, Samantha Cantonwine - Assistant HS Softball, Josh Bly - Assistant HS Baseball

Resignations - Rachel Davis - Individual Speech Coach, Dina Keahna - 9th Boys Basketball, Marin Verhulst - 4th Grade, Levi Hunerdosse - HS Health, 7-12 Assistant Activities Director and Girls Track.

 

Motion by Lekin, second by Kline to approve the original bid from Kluesner Construction of $53,720 to asphalt the Middle School playground.  Motion carried with four yes votes and one nay vote from Werner.

 

Superintendent Smith updated the Board on looking at the land around the Iowa Juvenile Home as a possible site for the Middle School. 

 

Curriculum Director Shauna Smith reviewed with the Board changes that they would like to make with Lead  and Model Teachers.

 

Technology Director Mary Mixdorf addressed the Board on the technology needs for the 2020-2021 school year if we need to start the year with distant learning and home internet options for families.

 

Curriculum Director Shauna Smith reviewed with the Board the Science Curriculum Adoption.

 

Superintendent Smith updated the Board on a Return to Learn task force that will focus on what next year might look like.

 

Board Policy 207.10 - Publication of Meeting Proceedings will need to be updated with the name change of our newspaper.

 

Superintendent Smith discussed how the Softball and Baseball season will be handled this summer with COVID19  

 

Summer Board Meetings will be held as usual on the first and third Monday of the month.

Motion by Houghton second by Kline to approve the agenda.  All Ayes.

Superintendent Smith recognized the Board for School Board Appreciation Month.  They received a plant and a certificate.

Bus Software - Tabled until next meeting

 

Motion by Houghton, second by Kline to approve the bid from Phillips Floors of $125,435 to replace the high school gym floor.   All Ayes.

 

Motion by Lekin, second by Houghton to approve the bid from Kluesner Construction of $20,583.60 for the Partnership Center blacktop and to get additional prices on other options at the Middle School.  All Ayes.

 

Motion by Lekin, second by Houghton to approve the Talent and Gifted guidelines as presented.  All Ayes.

 

Superintendent Smith updated the Board on the technology items that will be purchased with the CARES Act reimbursement.

 

Return to Learn was discussed for the next school year.  Shauna Smith - Curriculum Director shared with the Board the Instructional Guidance plan.

 

Superintendent Smith updated the Board on the student lunch schedule change with the Memorial Day Holiday.  The remaining schedule will continue on Mondays and Wednesdays through the month of June.

 

The schedule for teacher and student check out was discussed.  It will take place over the next three weeks.

 

The Dance Team trip refund was discussed for the cancelled trip to Florida.  The District hopes to have all refunds to parents within the next week.

 

Superintendent Smith updated the Board on the Middle School Project.  Invision has worked on an additional design proposal.

 

Superintendent Smith reported to the Board how vacation will be handled for the 12 month employees this year with the interruption of the school closure.

The Board of Directors of the Community School District of South Tama County met on May 4, 2020 for Special  Meeting at the Partnership Center, Tama, Iowa at 5:10 p.m. with some members of the board and community attending electronically through Google Hangouts.

 

On call of the roll the following were present:  Alan Kline, Mandy Lekin, Penny Tyynismaa.  Absent:  Clint Werner and Ron Houghton.  Quorum Present.  Houghton joined the meeting at 5:12 p.m.

Motion by Lekin second by Houghton to approve the amended agenda adding additional discussion items.  All Ayes.

 

Public Comments - Allison Graham addressed the board about the availability of the board packet to the community.

 

The Mayors of Tama, Toledo and Montour proclaimed the month of May - South Tama County Senior Month.

 

Brad Leeper from Invision presented additional options to the Board of models that they can produce for what the Middle School could possibly look like if they would move forward with the project.

Motion by Kline, second by Houghton to approve the purchase of three used 12 passenger vans, two from Thy's Auto and one from Ames Ford.  All Ayes

 

Motion by Houghton, second by Kline to approve the purchase of three propane buses from Blue Bird for $113,636 each.  All Ayes.

 

Motion by Kline, second by Houghton to approve the request to purchase a replacement van for the school mail vehicle from Thy's Auto for $22,786.  All Ayes.

 

Motion by Lekin, second by Kline to approve the purchase of a lawn mower from Z-Line for $12,580.   All Ayes.

 

Motion by Houghton, second by Kline to approve the bid from Midwest Tennis and Track of $123,900 for the track surface replacement project.  All Ayes.

 

Motion by Houghton, second by Kline to approve the bid from Becks Engineering for $8,800 for a site analysis for the tennis courts at the current location and by the Elementary.

 

Motion by Lekin, second by Houghton to approve paying up to $250 to the Para Educators taking the Sub Authorization course.  All Ayes.

 

Steve Chyma updated the Board on a bus software - Here Comes the Bus.

 

Steve McAdoo updated the Board on some possible additional summer projects - HS Gym Floor, Blacktop at the Middle School and Partnership Center, and other smaller projects.

 

Superintendent Smith updated the Board on staffing updates with the TLC program.

 

Taylor Brown reviewed with the Board how they will handle the Spring FFA flower sales.

 

Superintendent Smith updated the Board on the City of Toledo wanting to meet with the Board concerning the use of the Iowa Juvenile Home as a possible site for the Middle School, status of Graduation and other school events such as starting time in the Fall, the Dance Team trip being cancelled and working on refunding the participants and the new Board Policy site on the school website.

On call of the roll the following were present:  Ron Houghton, Alan Kline, Mandy Lekin.   Absent:  Penny Tyynismaa and Clint Werner.  Quorum Present.

Motion by Houghton second by Kline to approve the amended agenda removing the Invision Presentation.  All Ayes.

 

Motion by Kline, second by Houghton to approve the consent agenda approving the minutes of the March 16, 2020 and April 6, 2020 meetings, financials and bills for payment as presented.

 

Public Comments - Pam Knock addressed the board with some concerns about how student grading would be handled during the school closure.

Motion by Houghton, second by Kline to approve the audit bid from Nolte, Cornman and Johnson for the fiscal years 2020, 2021, and 2022 for $10,700, $11,100 and $11,500.  All Ayes.

 

Motion by Houghton, second by Kline to approve the AEA cooperative purchasing agreement for school food service for the 2020-2021 school year.  All Ayes.

 

Motion by Kline, second by Houghton to approve the agreement with Junior Achievement of Eastern Iowa for the 2020-2021 school year.  All Ayes.

 

Steve Chyma reviewed the need for additional buses and vans. Bids will be brought back to the next meeting for approval.

 

Superintendent Smith discussed the possibility of offering training to Para Educators to obtaining their Substitute Authorization.

 

The Board was updated on what the individual buildings are doing for student instruction during the school closure.

 

Superintendent Smith updated the Board on the Middle School Project.  The Invision Presentation will be at the next meeting.

 

Steve McAdoo reviewed with the Board the what will need to be done with the HS Tennis Courts and Track for repairs and replacement.  An engineer will need to be hired and a public hearing held before proceeding with accepting bids for the replacements.

The Board of Directors of the Community School District of South Tama County met on April 6, 2020 for a Public Hearing on the 2020-2021 School Budget at the Partnership Center, Tama, Iowa at 5:00 p.m. with some members of the board and community attending electronically through Google Hangouts.

 

On call of the roll the following were present:  Ron Houghton, Alan Kline, Mandy Lekin, Penny Tyynismaa and Clint Werner.  Quorum Present.

Also present were: Jared Smith, Mary Boege and several members of the community.

 

Motion by Kline second by Lekin to approve the agenda.  All Ayes.

 

Public Hearing

 

President Tyynismaa opened the Public Hearing for the 2020-2021 School Year Budget at 5:01 p.m. and asked for public comments. 

 

Hearing none, President Tyynismaa asked for a motion to close the Public Hearing.

 

Motion by Lekin, second by Houghton to close the Public Hearing at 5:03 p.m.  All Ayes.

 

The Special Session was called to order at 5:04 p.m.

Motion by Kline, second by Lekin to adopt the Resolution Authoring the Redemption of General Obligation School Refunding Bonds, Series 2012 Dated May 1, 2012, and Levying a Tax for Fiscal Year 2020-2021 for the Redemption of General Obligations School Refunding Bonds, Series 2012, Dated May 1, 2012.  All Ayes

 

Motion by Houghton, second by Werner to approve the FY21 budget as published.  All Ayes.

 

Motion by Lekin, second by Kline to approve the final reading of Board Policy Series 1000.  All Ayes.

 

Motion by Kline, second by Houghton to approve the Administrators and Classified staff salaries for  2020-21 with a 2.90% total package increase.  All Ayes.

 

Motion by Lekin, second by Houghton to approve the agreement and addendum with Timberline Billing for July 1, 2020, through June 30, 2023.   All Ayes.

 

Motion by Kline, second by Houghton to approve the STC Supplemental COVID-19 policy as corrected with the second reading waived.  All Ayes.

 

Motion by Lekin, second by Werner to approve the extension for Cory Hall Photography's extracurricular contract for two years.  All Ayes.

 

Superintendent Smith updated the Board on the Middle School Project.  It was suggested to have the architect from Invision present to the Board at the next meeting.

 

The Board was updated on what the current status is as far as the Coronavirus and how the school operations are being conducted.

The Board of Directors of the Community School District of South Tama County met on March 16, 2020 in Regular Session meeting at the Gym, Partnership Center, Tama, Iowa at 5:30 p.m.

 

On call of the roll the following were present:  Alan Kline, Mandy Lekin, Penny Tyynismaa and Clint Werner.  Absent:  Ron Houghton.  Quorum Present.

 

Also present were: Jared Smith, Mary Boege, John Speer of the local press, Marilyn Rippy, Ashley Raue and Kathy Wilkerson.

 

Motion by Lekin, second by Kline to approve the amended agenda adding a discussion item on COVID-19.  All Ayes.

 

Motion by Lekin, second by Kline to approve the consent agenda approving the minutes of the February 17, 2020 and March 2, 2020 meetings, financials and bills for payment as presented and Early Graduation for C.L., M.H. and A.R. All Ayes.

Motion by Lekin, second by Kline to approve the final reading of Board Policy 207.03 to change the meeting start time to 5:00 P.M.  All Ayes.

 

Motion by Kline, second by Werner to approve the 1st reading of Board Policy Section 1000.  All Ayes.

 

Motion by Lekin, second by Kline, to approve the school calendar for the 2020-2021 school year.   All Ayes.

 

Motion by Lekin, second by Kline to authorize the Board Secretary to publish the FY21 Budget estimate, showing a total budget of $32,371,757 and a total levy of $15.35 per $1,000 valuation and to set a Public Hearing regarding the FY21 Budget on April 6, 2020 at 5:00 P.M.  All Ayes.

 

Motion by Kline, second by Lekin to accept the results of the special election of March 3, 2020.  All Ayes.

 

Motion by Lekin, second by Kline to approve the  Cooperative Agreement with University of Northern Iowa for the 2020-2021 academic year.  All Ayes.

 

Motion by Kline, second by Werner to approve the three year negotiation agreement for certified teacher per Master Contract.  Motion carried with 4 Ayes with an abstention vote from Tyynismaa. 

 

The Board reviewed next steps and plans for with the bond referendum and discussed the COVID-19 issues.

 

Motion by Kline, second by Lekin to adjourn the meeting at 6:36 p.m.   All Ayes.

Motion by Houghton, second by Kline to approve the first reading of Board Policy 207.03 Regular Meetings to change the starting time to 5:00 PM.  All Ayes.

 

The Board reviewed the Section 1000 Series.  The Board Policies will be brought back for the first reading at the next meeting.

 

Superintendent Smith updated the Board on snow days and student hours.  We are still on track to complete school by the end of May.

 

The Calendar Committee has been meeting and will have a recommendation for the next board meeting.

REGULAR SESSION

OF THE BOARD OF EDUCATION OF THE 

COMMUNITY SCHOOL DISTRICT OF SOUTH TAMA COUNTY


The Board of Directors of the Community School District of South Tama County met on February 17, 2020 in a Regular Session meeting in the PLN Room at the Partnership Center in Tama, Iowa at 5:30pm


On call of the roll the following were present: Ron Houghton, Mandy Lekin, Penny Tyynismaa and Clint Werner.  Quorum Present.


Also present were: Jared Smith and 25 or so community members


Motion by Lekin, second by Werner to approve the consent agenda.  All Ayes.


Public Comments:

  • Heather Garrett - STCEA - gave a statement that the school districts employees are behind the School District’s plans in regard to the Middle School project

  • Megan Rosenberger - thank you to the school board for all of their hard work over the last few years


Vanessa Rivera and Shauna Smith did a presentation of La Terraza Mexican Grill as a new Partner in Education.  This is the 18th Partner in Education


Megan Rosenberger, Micki Stonewall, Dawn Henley, Jan Williams did a presentation explaining the Elementary Reading Recovery program.


Motion by Lekin, second by Werner to approve the following personnel requests as presented pending background check results on new hires.  All Ayes. 


Contracts - Jerrod Bridgewater - MS B. Asst. Soccer Coach

Resignation - Tiffany Bridgewater - MS Asst. Baseball Coach


Motion by Lekin, second by Houghton to approve the first read of Board Policy Section 900.  All Ayes.


Motion by Houghton, second by Lekin to approve the Easter Bunny Ice Cream Social Fundraiser.  All Ayes.


Discussion about possible changes to School Board Policy (207.3) Regular Meetings.  


Discussion of March 3rd Bond Referendum Update


Motion Lekin, second by Houghton to enter into closed session.  All Ayes.


Entered into Closed Session: Code of IA 21.5 (1)(i)  Time: 6:51pm


Motion by Lekin, second by Houghton to return into open session.  All Ayes. 


Returned to Open Session.  Time: 8:10pm



Motion by Lekin, second by Werner to extend the Superintendent’s Contract through the 2022-2023 School Year.  All Ayes.

OF THE BOARD OF EDUCATION OF THE

COMMUNITY SCHOOL DISTRICT OF SOUTH TAMA COUNTY

 

The Board of Directors of the Community School District of South Tama County met on February 4, 2020 in a Special Session meeting in the Cafeteria at the Middle School, Toledo, Iowa at 5:00 p.m.

 

On call of the roll the following were present:  Ron Houghton, Alan Kline, Mandy Lekin, Penny Tyynismaa and Clint Werner.  Quorum Present.

 

Also present were: Jared Smith, Mary Boege, John Speer of the local press and several community members.

 

Motion by Houghton, second by Kline to approve the agenda.  All Ayes.

 

Public Comments:

Kathy Wilkerson addressed the Board on the need for a new Middle School.

 

Travis Squires from Piper Sandler did a presentation explaining school finance and how the funding would work for the proposed middle school.

Motion by Lekin, second by Houghton, to approve the request for the new course for Work Experience and Transition.   All Ayes.

 

Motion by Lekin, second by Kline to approve the Archery Club fundraising requests.  All Ayes.
